python: exception: Remove unnecessary const_cast (NFC)HEADmaster
According to the Python documentation[1] the signature of `PyErr_NewException` is: ``` PyObject *PyErr_NewException(const char *name, PyObject *base, PyObject *dict) ``` and the signature of `PyModule_AddObject` is: ``` int PyModule_AddObject(PyObject *module, const char *name, PyObject *value) ``` So there's no reason to cast the `const` away from the `const char *` we get from `std::string::c_str()` [1] https://docs.python.org/3/c-api/exceptions.html#c.PyErr_NewException [2] https://docs.python.org/3/c-api/module.html#c.PyModule_AddObject
