Perl-OSType: Remove it, part of perl core
It's part of perl core since 5.13.9, nothing depends on it and both perl:5.24 and 5.26 ship newer versions. Change-Id: I3d4ed45be0a8fffad1c7c41c39b74d3267f3f912
